Stablecoin Infrastructure and Liquidity: The EssentaTor-UAB Cooperation

by MarketMillion

EssentaTor Inc. and the Union of Arab Banks (UAB) have signed a memorandum of understanding to explore cooperation in stablecoin finance, digital payments, asset tokenization and responsible financial innovation.

The agreement, signed at UAB headquarters in Beirut, focuses on knowledge exchange and institutional dialogue. It connects emerging financial technology with several priorities for the Arab banking sector, including cross-border connectivity, financial inclusion, sound governance and effective risk management.

Stablecoins Are Becoming an Institutional Question

Stablecoins are often described as faster instruments for moving value. For banks and financial institutions, however, the larger question is how stablecoin systems fit into existing financial infrastructure.

That includes reserve management, custody, settlement, liquidity and compliance. A payment system cannot be assessed separately from the financial institutions and risk controls that support it.

The cooperation between EssentaTor and UAB creates a framework for examining these issues. EssentaTor works on U.S. dollar stablecoin infrastructure and reserve asset management for commercial banks, while UAB represents banking and financial institutions across the Arab region.

Cross-Border Connectivity and Governance

Cross-border use is one of the strongest potential applications for stablecoins, but it is also one of the most demanding. Financial institutions must consider different regulatory regimes, settlement responsibilities, anti-money-laundering controls and the management of reserves and liquidity.

The memorandum places governance and financial integrity alongside innovation. This is significant because institutional adoption will depend on whether new systems can meet the operating standards expected by banks and regulators.

The Role of the Proposed EAC Fund

The parties will also begin a dialogue around the proposed EAC Fund, the EssentaTor Arab Capital Strategic Liquidity Fund. The proposed fund is intended to explore investment solutions and liquidity mechanisms connected with the stablecoin ecosystem and the needs of Arab financial institutions.

Its framework covers institutional capital custody and liquidity, joint stablecoin reserves and issuance, AI-powered account infrastructure, and collaborative investment in financial, technological and industrial development.

The EAC Fund concept brings together several parts of the value chain that are often discussed separately. It connects reserve assets with issuance, liquidity with custody, and financial infrastructure with potential products and applications.

A Long-Term Dialogue

The memorandum is a framework for cooperation, not a guarantee of specific products or regulatory outcomes. Its immediate value lies in bringing banking priorities and stablecoin infrastructure into the same institutional conversation.

For the Arab financial sector, that conversation is becoming more important as digital payments, tokenized assets and stablecoins develop. For EssentaTor, working with UAB provides a path to understand regional priorities and to present its infrastructure approach in a banking context.

The next phase will depend on continued research, institutional participation and jurisdiction-specific review. Even so, the agreement shows that stablecoin finance is increasingly being considered through the lens of banking infrastructure, liquidity and governance rather than technology alone.
